Hi. Yes! That is correct. The High Rise is meant to be fitted from the waist through the hips and thighs. The Regular Rise is meant to be looser and low slung on the hip.
The Hi Rise short is definitely a size smaller than the original Oahu short. The original Oahu was way too big in the waist and hip for me in the smallest size. After reading reviews I decided to try the Hi Rise version in size 0. I was worried the waist would be too high but was pleasantly surprised to find that it sits about 2" below my belly button and the fit is perfect.
Perfect fit and so comfy! I'm 5'4", 138, muscular - ordered a size 10. They fit slightly loose at the waist, which I prefer.
